    Overview

Freeciv mostly follows the rules of Civilization II, changing a few where its authors think it makes more sense. It was written entirely on its own, so you don't need Civilization to play it.

This page plays the civ2civ3 ruleset, which keeps Civilization II as its reference but plays more like Civilization III. It cuts micromanagement and sudden boosts, so cities grow more steadily and the game moves at a slower pace, and the computer players can play by all of them.

    Tips

    1. Start by building cities and exploring your land. Aim for seven or eight cities early, close enough to defend but not overlapping much.
    2. Good spots for a city are on horses or near fish.
    3. Have every early city build settlers. More cities means more research, and faster research wins.
    4. Set science as high as your government allows. Research The Republic, then Democracy, Railroad and Industrialization, and switch government as soon as you can.
    5. Under Democracy, setting luxury to 100% for a few turns makes cities celebrate and grow by one each turn while they have spare food.
    6. Once your cities are built, turn the settlers to roads and irrigation. Roads on worked tiles raise a city's output.
    7. As soon as you meet another civilization, build a few attack units and at least one defender in each city.
    8. Besides conquest, you can win by being first to land a spaceship on Alpha Centauri.
